Operation Phoenix initially focussed on an individual identified as a wholesale supplier of Heroin with enquiries revealing that he was in receipt of up to 3 kilos of Heroin a week. His customer base ranged from the valleys of south Wales to Cardiff, Swansea, Llanelli, Carmarthen and Aberystwyth. When arrested, the man was in possession of 1 kilo of Heroin and 4oz of Crack Cocaine with a further two empty kilo bags of Heroin at a safe house.
As a consequence of Operation Phoenix a further 7 Heroin Organised Crime Groups were identified and of these, four were responsible for bringing up to 160 kilos of heroin a month into the Newport and Cardiff areas valued at £8 million.
The operation resulted in 98 arrests; the seizure of £1.2 million in cash and 8kg of Heroin.
