Our Specialist Policing Capabilities

Our Capabilities

Tarian ROCU was founded in 2003 with just two specific capabilities, our Regional Economic Crime Unit and Regional Task Force. Since then we have grown to over 20 specialist policing capabilities. Some capabilities are shared by our sister ROCUs, some are exclusive to Tarian, and some form part of network-wide policing programmes. Our capabilities are continually evolving to meet the ever-changing threat posed by Serious and Organised Crime (SOC). Find out more about some of our capabilities below.

Offender Management

Our offender management teams monitor the activity of organised criminals already serving prison sentences to ensure that they aren’t continuing to operate behind bars. They coordinate intelligence gathering within prisons and liaise with regional prisons and other partners.

Business Support Functions

Our business support functions enable Tarian to operate efficiently. From Administration and Communications, HR and Estates, through to Business and Performance, everyone works together to continually develop and innovate our ROCU.

Embedded Officers and Partners

Tarian hosts embedded officers and staff from partner agencies to facilitate faster intelligence sharing and promote the use of diverse tactics when tackling serious and organised criminality.

Government Agency Intelligence Network (GAIN)

The Government Agency Intelligence Network (GAIN) is a collaboration of law enforcement partners and government agencies who work together to tackle serious and organised criminality. The network shares intelligence and undertakes joint working in a single whole system approach. Tarian has a GAIN coordinator who works closely with our local police forces and partners to identify and coordinate opportunities for multi-agency working and disruption activity.

Tackling Organised Exploitation (TOEX) Programme

The TOEX Programme is an intelligence capability that provides dedicated intelligence and analytical expertise in support of forces undertaking complex organised exploitation investigations, such as modern slavery and human trafficking, organised immigration crime, county lines, adult and child sexual abuse and exploitation. Tarian has an embedded TOEX team that works to ensure victims are safeguarded and that those seeking to profit from exploitation are disrupted and brought to justice.

Regional Cyber Crime Unit

Our cybercrime unit works on high level cyber investigations into criminality that threatens our regional infrastructure. Our specialist teams can tackle offenders operating on the dark web, track offenders operating internationally, and analyse digital devices to obtain evidence of organised criminality. Our engagement team works with businesses, charities, and members of the public to help them better defend themselves from common cyber threats. They also work with skilled young people who are at risk of crossing the line into cybercrime.

Intelligence Development

Our intelligence teams develop a picture of the crime landscape, whether out in the community, in prisons or online. This includes mapping organised crime groups, understanding the wide array of coordinated criminality, and developing an intelligence picture of how criminal networks are operating across the country. Our teams work closely with officers during live serious and organised crime operations, to provide research and analytical support as well as help to develop and build evidential packages for court. Those working in intelligence functions also operate within ‘secure’ environments, meaning they can safely work with information and data which may have been obtained covertly.

Regional Investigation Teams

Our investigation teams focus on disrupting and dismantling organised crime groups. They can use methods not available to police forces and have expert staff trained in specialist tactics and skills. Our teams work closely with national serious and organised crime departments and other partners to target high risk offenders.

Vulnerability Coordinators

Our vulnerability coordinators are embedded within Tarian but belong to national programmes. We have a coordinator from the Modern Slavery and Organised Immigration Crime (MSOIC) programme, a coordinator from the National County Lines Coordination Centre (NCLCC), and a coordinator responsible for leading the regional response to the National Police Chief’s Council’s (NPCC) Child Sexual Abuse and Exploitation programme.

Regional Economic Crime Unit

Our dedicated economic crime unit consists of specialist financial investigators and analysts who tackle offenders linked to fraud and money laundering. Our teams are also able to ensure that criminals are stripped of illicit earnings, to ensure that crime doesn’t pay. Our engagement team works with businesses, charities, educational bodies, and members of the public to help them understand common scams and how they can best protect themselves and those around them.
